How did you measure it exactly?Just checked with both my original MODX power supplies and they do not seem to leak AC.
Your suspicion is probably correct though, I've seen this happen with plenty of other supplies, and you might also notice it with your laptop's power supply if you somehow connect it without the ground.
Should not be dangerous though.
With a multimeter directly between DC plug and ground?
Also, what PSU are you using and what country are you in?
PA150 or PA150B?
