Yamaha delivered what users were asking for, unfortunately without thinking about what users really needed.
That may be unfair. While I understand your disappointment about the sustain pedal use when changing Scenes, yours is the only post I've seen about that. I think it's possible that Yamaha delivered what maybe 95% of the users really needed (just based on lots of responses of people who were pleased with the addition of that update, and yours being the first one I've seen to express disappointment with the implementation.
I agree. Sometimes I wonder myself why nobody else seems to care about these things. In this case, I have at least some explanations:
  • The vast majority of Montage/MODX owners does not use scenes to smoothly switch between groups of parts.
  • The feature was added late, and many existing Montage/MODX owners had to find other ways to make it work for them. Because of that, it was not a big issue for them if it did not work as well as they were hoping for.
  • There are many good alternatives for people who use more than 1 keyboard, or an 88-key keyboard, because they can just create multiple zones spread over their keyboards will all zones always on.
Also, related to the fact that the sustain pedal behavior mimics what happens when you seamlessly change Performances, it is possible that there was no way they could have implemented the sustain pedal transitions any other way, short of a much deeper change to the internal architecture. The KYBD CTRL approach they took basically gave you another way to do something the board was already capable of doing anyway, whereas what you're asking for is something the board didn't already have a way to do... even though there have been other requests for that as well.
Technically, I think it would have been simple, because Yamaha already has solutions for all required parts. More specifically, the way AF1/AF2 works in combination with XA control. Instead of using keyboard control, Yamaha could have introduced a new option per part. I previously called it Key Control, although Note Control might be easier to understand. This option would behave similar to AF1/AF2 with XA control, however, on the part level.

About the comparison to switching between performances: I talked a lot about the sustain pedal, because it is the most frequently used controller for me. However, the issue with keyboard control is not specific to the sustain pedal. The same issue exists for most other controllers (modulation wheel, pitch bend, aftertouch on the Montage, expression pedal, AF1/AF2). With the Controller Hold option enabled, most of these controllers are actually applied to the new performance. Because of that, I do not think that consistency was a reason for doing it this way.
