At mine they are "per performance". At least I don't know how to change that.Assignable Switch 1 and 2 are on/off per part. The per-part status can be observed by selecting the part, and then the leds in the buttons reflect the status of the part.
If the performance is selected, then the status of the leds might differ from the status of the parts. More interestingly, there can be a situation where none of the 16 parts match what the leds indicate when the performance is selected.
I once wanted use them per part, respectively per scene. Was not possible. Not for me.
Can be assigned in parts - elements. Or other assignments. After that showing that status not matter what part I press. The "common" adjustment for their behaviour hints at the same.
