The new FM-X Settings page provides new 'quick edit' part level parameters for knob tweaking on the sub display to manipulate the modulators and carriers for the part and for manipulaiing the time values for the envelopes.
The envelope parameters at the part level are likely to be offsets to the corresponding underlying envelope parameters of the operators. These part level parameters appear to be intended to be used INSTEAD OF programming the underlying operators rather than using them to enhance the underlying programming.
Thus they seem to be targeted to users who want to 'twiddle' knobs to create new sounds without having to program at a deeper level. And that's a good thing. If you are creating your own sounds you can pretty much ignore the part level functionality and focus your efforts on the operators themselves.
The FM Harmonics and FM Texture parms in particular do generate some interesting changes to the sound spectrum. A spectrum analyzer shows that some combinations poduce spectra that appear very similar to formants.
Unfortunately neither those parameters nor the envelope parameters can be used as controller destinations so you can't manipulate them with motion sequences or control them with the super knob.
And if you do find a useful set of values there doesn't appear to be any way to incorporate those values into the underlying parameters of the operators.
Still the ability at the part level to knob twiddle and generate some interesting sounds is a nice addition.
I'm hoping a future update will allow those parameters to be controller destinations so they can be automated.
