Thank you for your suggestions. RE S950: It wasn't called half-measure fill, it was called fill-self and did essentially a half-measure. I could trigger it late and get a 1-beat fill, too. Also, there was a "break" button for a full measure fill, same as on the SX900. I'll try the polarity change and report back.
Reporting back-> When the pedal is used to run through the registration sequences, plus or minus polarity can be for or both pedals separately and I have determined that the pedals work correctly when used for this.
Polarity is not an available selection when a pedal is assigned to do something else. When pedal 2 is assigned to do a fill-self or fill-break, it invokes that function over and over again until a second pedal depress stops it. If pedal 2 is assigned to other things, such as turning Right2 on or off, or Harmony on or off, or other, it toggles them correctly and does not get "stuck".
