You should not need a fret dress on a new RSS20! I would have sent it back. It is not my job to finish Yamaha's work. That is what they get paid for.I have a similar problem with mine..the D string buzzes and the high E too. I have to have the action higher than I'd normally like. It's been to a local Luther for a fret dress. I've had many guitars over the years that just needed a tweak here, or there. This one is more problematic.
The more accepting we are of these issues the more often they will crop up
